When Nokia has released Ovi Store, one of the biggest shortcomings was that paid content could not be re-downloaded in case a user hard reset his phone or switched to a new device.
Finally, heeding to the user requests, Nokia started allowing the users to redownload paid content 5 times once it has been purchased.
Power users still felt this 5 download limitation to be too less, given than Android Market allows users to download the paid content without any limitations!
Recently, Nokia has upped the limit to re-download paid content to 10 times on a single purchase.

If Nokia wants to protect the developers by limiting the number of times paid content can be downloaded, we would prefer an IMEI based restriction instead of a purely download count restriction.
